John S. Fischer appointed to CSU System Board of Governors

Boulder business leader and entrepreneur John S. Fischer is the newest member of the Board of Governors of the Colorado State University System. Fischer has long been an innovation leader in the mining, metals, pollution-control, and energy fields.

The Board of Governors is the governing body for the entire CSU System and its three campuses: Colorado State University in Fort Collins, Colorado State University Pueblo, and CSU Global, the nation’s first fully online public university. The Board also oversees the new CSU Spur campus under construction at the National Western Center in Denver.

Colorado Governor Jared Polis nominated Fischer for the Board April 6, along with reappointing Fort Collins entrepreneur Kim Jordan for a second term. The Colorado General Assembly confirmed both appointments last week. Fischer took the oath of office at the regular meeting of the Board of Governors May 4.

“John Fischer brings an exceptional business and engineering background to the leadership of the CSU System,” Board Chair Nancy Tuor said. “CSU Fort Collins has one of the largest research operations of any university in the country without a medical school, and his expertise will benefit both our campuses and the people of Colorado. We’re grateful for his willingness to serve.”


Fischer is the founder and managing director of Engineer Procure Construct LLC, which focuses on the design build of industrial projects.

He previously founded Solid Systems Engineering Co. in 1979 to provide and service processing systems in the mining, power, and primary metals industries, growing the business to five divisions by 2008, when it was acquired by Fenner Dunlop International, a FTSE 250 Company on the London Stock Exchange. In 1994, he started Air Control Science Inc. to focus exclusively on effective design and construction of pollution-control systems for the power, mining, and primary metals industries worldwide. ACS performed projects on every continent worldwide and was acquired in 2007 by CCC Group, Inc.

This appointment is the latest in Fischer’s legacy of leadership on behalf of higher education. He earned his MBA at the Northwestern University Kellogg School of Management and later served on the Board for the Kellogg School; he also received its Schaffner Award as a distinguished alumnus. He previously served as chairman of the Board of the University of Colorado Leeds School of Business, is a past International Board member of the Young Presidents’ Organization, and has been inducted into Boulder County (Colorado, USA) Business Hall of Fame. He previously was appointed by the U.S. Secretary of Energy to serve on the National Coal Council and has served in the past and presently on corporate boards in energy, mining, and technology.

He has authored and co-authored patents related to leading technology in power and primary metals pollution control.
