ABOUT THE FEDERATION OF STATE BEEF COUNCILS

The Federation of State Beef Councils is the 44 Qualified State Beef Councils (QSBC) that collect the $1 per-head beef checkoff. The Federation’s vision statement sets its intent: to build beef demand by inspiring, unifying and supporting an effective state/national checkoff partnership.

The Federation has a long and compelling history, with roots stretching back to a voluntary checkoff in the 1920s. The structure and role of the Federation – as well as law that governs the checkoff operating today — are outlined in Beef Research and Information Act of 1985.

Under the law, QSBCs may decide to contribute to the Federation with a portion of their 50-cent share of the checkoff. These dollars are re-invested in national checkoff programs. In this way, the Federation is part of a unified state-national checkoff partnership, to enhance beef demand-building efforts throughout the country. Producers, selected by states, make up the Federation board. This structure ensures that producer interests and opinions flow from the grassroots up for national consideration.

Both the Federation and the Cattlemen’s Beef Board (CBB) elect 10 members from their respective organizations to sit on the Beef Promotion Operating Committee (BPOC). This 20-member committee makes final national checkoff decisions, subject to approval by the CBB board and USDA.

Through a USDA-approved industry merger, the Federation is a division of the National Cattlemen’s Beef Association (NCBA). This system provides operational efficiencies, such as sharing offices and other business resources.

The Federation is responsible for its own business decisions and financial accountability. To further define and codify itself as an independent entity, the Federation has adopted a Resolution outlining its synergy with NCBA, as well a Statement of Beliefs and a Charter of (Independent) Principles.
