We are pleased to report that on Monday, June 3rd, Governor Polis signed House Bill 19-1264 (Conservation Easement Tax Credit Modifications) into law in Salida, Colorado. The ceremony was a culmination of an exhaustive multi-year process to extend critical regulatory components of Colorado’s innovative conservation easement tax credit program. House Bill 1264 passed with broad bi-partisan support: 30-5 in the Senate and 50-14 in the House. The bill is a huge win for conservation in Colorado. The main highlights of the bill are:
Extends critical oversight mechanisms of the tax credit program for 7 years.
Increases the tax credit cap per transaction up to $5 million.
Creates a working group process to evaluate three issues and make recommendations back to the legislature for consideration in 2020. The three issues the working group will evaluate are alternative valuation, orphaned easements, and relief for landowners impacted by appraisal overvaluation.

About the Steel Ranch
CCALT partnered with the Steel family and The Trust for Public Land to conserve the Steel ranch in 2017. Located at the intersection of U.S. Highway 285 and U.S. Highway 24 just south of the Town of Buena Vista, the 186-acre ranch is one of Colorado’s most visible working landscapes. Conservation of the ranch was a lifelong dream of landowners, Ed and Geraldine Steel, and after Ed’s passing, Geraldine saw their dream through to fruition.
